feat: add @Tag reporting and CSV/plain output

- Default CSV output with header; -plain enables labeled text format
- Extract repeated @Tag and @Tags container values
- Configure JavaParser language level for modern syntax (records)
- Add fixture-based JUnit tests and README usage/examples
